Military conduct

War crimes, torture and unlawful orders are prohibited. The use of force must comply with international law and parliamentary mandates, and civilian casualties must be minimised.

Military justice

A civilian-supervised Military Tribunal adjudicates military-law violations. Defendants retain a right of appeal to the Constitutional Court.

States of emergency

National legislation defines a State of National Defence, State of Internal Defence and State of Total Mobilisation. A declaration of war requires a two-thirds majority in both chambers of Parliament.
